In 2006 the FBI's South Florida Joint Terrorism Task Force in Miami, led to the conviction of five men on multiple charges that included conspiracy to provide material support to al-Qaeda and conspiracy to levy war against the U.S. by discussing and planning attacks on such targets as the Sears Tower in Chicago and the FBI building and other federal buildings in Florida.

Through surveillance and the use of an informant, which indicated that these men had planned a successful mission on the scale of 9/11. The taskforce involved is compromised of federal, state, and local law enforcement agencies whose primary work is to identify and disrupt terrorist cells before they commit acts of terror.
